The DNR and U.S. Army Corps of Engineers took comments on the proposed EIS scope during a 30-day scoping period that concluded on July 6, 2005. A public scoping meeting was held on June 29, 2005, in Hoyt Lakes, Minnesota. A Draft EIS was prepared and published for review on November 2, 2009. After the end of the public review period for the Draft EIS the Co-lead Agencies decided to prepare a Supplemental Draft EIS to address comments received on the Draft EIS, incorporate project changes from the project proposer, and to include the land exchange with USFS as a connected action. The USFS also became a Co-lead Agency.
