Environmental Review - SEIS

  1. Develop preparation notice

    • The DNR develops and publishes a preparation notice that outlines the scope of the SEIS, including issues to be analyzed, alternatives to be examined, and studies to be undertaken. 

  2. Hold public comment period and meetings on Preparation Notice

    • Once the DNR publishes the preparation notice, the public can review it, share feedback, and attend public meetings.

  3. Prepare Draft Supplemental Environmental Impact Statement (SEIS)

    • Following completion of the preparation notice phase, the DNR prepares a draft SEIS that describes and evaluates potentially significant environmental effects, alternatives, and potential mitigation measures as they relate to the project’s proposed changes. 

  4. Hold public comment period and meetings on draft SEIS

    • Once the DNR publishes the draft SEIS, the public has the opportunity review it, provide comments, and participate in public meetings.

  5. Prepare final SEIS

    • The DNR publishes the final SEIS and the public is given one last opportunity to review and provide comments.

  6. Issue adequacy determination

    • After reviewing all comments and ensuring the SEIS meets state requirements, the DNR issues a final decision on the adequacy of the environmental review.

Permitting

The project changes proposed by NewRange might require new or amended permits and other approvals from state, federal and local agencies before it could proceed with project construction and operation. If new or amended DNR-issued permits are required, information on the permitting process can be found here.

State and local agencies cannot make final decisions about any required permits until the SEIS is deemed adequate.
